Pavement Management Program

Public Works is responsible for the maintenance of all streets within the city.

To see a comprehensive list of the pavement condition index (PCI) of all city streets by street segment click on Cupertino Street PCI(PDF, 162KB) and find your street on the alphabetical listing. Look under the fifth column labeled PCI for your street. Some streets have several segments. If you are uncertain which segment would be yours, please call the Department of Public Works Engineering section at 408.777.3354 and based on your address a member of the staff can provide that information. Street conditions are defined by the following ranges of the PCI Index.

Pavement Condition Index

Some roadway funding, planning, and regional pavement performance reporting in Cupertino are coordinated by the Metropolitan Transportation Commission (MTC). MTC supports Bay Area jurisdictions by developing regional policies, funding programs, and by tracking pavement conditions through tools such as the Pavement Condition Index (PCI). Cupertino’s PCI is currently rated at 82, which is designated as “Very Good”. 2026 Pavement Maintenance Phase 1

The 2026 Pavement Maintenance Phase 1 Project was authorized for award on May 5. 2026. The project consists of asphalt grind and overlay on various city streets, construction of associated concrete improvements and asphalt spot repairs in preparation for an annual slurry seal project to occur later this calendar year.  For a full list of the work, please see project street list 2026-Street-List-Phase-1.pdf(PDF, 59KB). Please see the following schedule Baseline-Schedule-Pavement-Phase-1.pdf(PDF, 48KB) The project is funded by Measure B and Vehicle Registration Fee revenue distributed to the City by the Santa Clara County Valley Transportation Authority.

Project Schedule

Construction is currently anticipated to begin in July 27, 2026, with completion expected in September 2026

  • Construction Duration: Approximately 60 working days

  • Estimated Timeline: July 2026 - September 2026

2026 Pavement Maintenance Phase 2

The 2026 Pavement Maintenance Phase 2 Project was also authorized for award on May 5, 2026.  The project consists of slurry seal, fog seal and rubberized cape seal at various locations.  For a full list of the work, please see project street list 2026-Street-List-Phase-2.pdf(PDF, 73KB).  Work is tentatively scheduled to begin Summer/Fall 2026.  The project will be funded by SB1.

90-100 Excellent or new street
70-89 Very Good (may require periodic minor maintenance)
50-69 Good (will require some periodic maintenance or it may require a pavement overlay)
Below 50 Poor (will require either a thin or thick pavement overlay)
