City Strategic Vision and Council Goals

In March 2025, City Council participated in a Priority Setting Workshop to set the priorities for the next two Fiscal Years, modified Council Goals, and unanimously adopted a Strategic Vision Framework to guide decision-making and long-term planning for Cupertino. In February 2026, the City Council reaffirmed its commitment to this framework and in July, adopted a Strategic Plan to guide the process for the next-two-year cycle.

The City Council goal-setting and strategic planning process is paramount to provide a framework for the City's priorities, City budget, and the two-year City Work Program. This process ensures that the City's efforts are aligned with the goals set by the City Council and are important to the Cupertino community. The current Council goals are illustrated and defined below:

City Council Goals

Public Engagement & Transparency

Creating and maintaining key conversations and interactions with the Cupertino community.

Transportation

Providing access to an efficient, safe multi-modal transportation system for our community, and advocating for effective, equitable mass transit in the greater region. Improving Traffic Flow and Alleviating Congestion

Housing

Contributing meaningfully and in a balanced manner to the housing inventory in support of our community needs, including affordable housing (from extremely low-income to moderate-income level housing) and addressing homelessness.

Quality of Life

Furthering the health and well-being of all Cupertino community members.
