The City of Cupertino is committed to making its websites, online services, and digital content accessible to everyone, including people with disabilities.

We continue to identify and remove accessibility barriers so people can access City information, programs, and services as independently as possible.

Standards We Follow

The City works to meet applicable accessibility requirements and standards, including:

  • Title II of the Americans with Disabilities Act (ADA)
  • Section 504 of the Rehabilitation Act of 1973
  • Web Content Accessibility Guidelines (WCAG) 2.1 Level AA
  • Applicable California accessibility requirements and guidance, including California Assembly Bill 434 (AB 434)

Our Commitment and Ongoing Efforts

The City is working toward conformance with WCAG 2.1 Level AA for covered web content and mobile applications by April 26, 2027, in accordance with ADA Title II requirements for state and local governments.

Accessibility is an ongoing effort. The City uses a combination of automated and manual testing to identify and address accessibility barriers.

Our work includes:

  • Regular automated accessibility testing across City websites
  • Manual accessibility audits
  • Testing with screen readers and other assistive technologies
  • Keyboard accessibility testing
  • Color contrast testing
  • Remediation of webpages, forms, documents, videos, and other digital content
  • Working with vendors to address accessibility issues in third-party platforms and services
  • Training and guidance for staff who create and publish digital content
  • Providing accessible alternatives for documents when appropriate

Accessibility Features of the Site

The City works to support:

  • Keyboard navigation
  • Logical heading structure
  • Descriptive page titles and link text
  • Text alternatives for meaningful images
  • Sufficient color contrast
  • Text resizing and content reflow
  • Accessible labels and instructions for forms and controls
  • Captions or text alternatives for multimedia
  • Accessible documents or alternative formats when available

Accessibility may vary depending on the page, document, browser, device, assistive technology, or third-party service being used.

Browser and Assistive Technology Compatibility

The City tests selected webpages, documents, and online services with current browsers, screen readers, and other assistive technologies.

Results may vary depending on the browser, operating system, assistive technology, and version being used. Using current versions of your browser, operating system, and assistive technology is recommended.

Non-Conforming Content

Some City digital content is not yet fully accessible. Known areas include:

  • Some legacy PDF documents
  • Some third-party embeds and vendor-operated platforms
  • Some videos that do not yet have captions or complete accessible alternatives

The City is actively reviewing and remediating this content. High-use and service-critical content is prioritized.

The Department of Justice's ADA Title II rule includes limited exceptions for certain archived web content and certain preexisting conventional electronic documents, such as PDFs, word-processing documents, presentations, and spreadsheets.

These exceptions are limited and do not automatically apply to older content. Archived content must meet specific requirements to qualify as archived, and a preexisting document may not qualify for an exception if it is currently used to access or participate in a City service, program, or activity.

If you encounter inaccessible content, you may request the information in an accessible format.

When reporting an issue, please include:

  • The web address or name of the page, document, form, video, or application
  • A brief description of the accessibility problem
  • The browser, device, or assistive technology you were using, if known
  • The information or alternative format you need
  • Your preferred method of contact
