SV Hopper

Overview

The Silicon Valley (SV) Hopper microtransit program is a multijurisdictional partnership between the City of Cupertino and the City of Santa Clara. The City of Cupertino manages the program, which is an expansion of Cupertino's previous pilot program, Via-Cupertino, initiated in October 2019.

SV Hopper offers a user-friendly rideshare service through a dedicated app, providing convenient transportation throughout Cupertino, select areas in Santa Clara, and to specific destinations beyond the city limits.

The service is a unique transportation option that works similarly to Uber and Lyft. However, instead of providing a door-to-door service, SV Hopper takes you to a nearby designated stop. This stop is typically the closest street corner to your origin or destination. Individuals with disabilities can receive door-to-door service.

This program receives funding from:

The Transit and Intercity Rail Capital Program (TIRCP), which is part of California Climate Investments, a statewide initiative that uses Cap-and-Trade revenues to reduce greenhouse gas emissions and promote sustainable transportation.

The Transportation Fund for Clean Air (TFCA) 40% Fund, which is a program funded by the Bay Area Air District and administered by the Valley Transportation Authority (VTA). TFCA 40% supports projects that reduce emissions by funding alternative-fuel and trip-reduction projects.

Bike Racks

All non-wheelchair accessible vehicles in our fleet are equipped with rear‑mounted KAC E2 bike racks that hold up to two standard bicycles—maximum 60 lb total (approximately 30 lb per bike). Please note: these racks do not support e‑bikes or bikes with tires wider than 3 inches.

Riders are responsible for loading and unloading their own bikes, just as they would on a public bus. This policy ensures safe handling and accounts for the wide range of bicycle styles, sizes, and frame geometries. While drivers cannot load bikes for riders, they are happy to demonstrate how the rack works if needed.

Please load your bike before boarding and unload it before exiting the vehicle. Ensure your bike is securely fastened—riders are responsible for their bicycles while in transit.

Funding

California State Transportation Agency (CalSTA)

This program receives funding from the Transit and Intercity Rail Capital Program (TIRCP), which is part of California Climate Investments, a statewide initiative that uses Cap-and-Trade revenues to reduce greenhouse gas emissions and promote sustainable transportation.

  • California Climate Investments projects include affordable housing, renewable energy, public transportation, zero-emission vehicles, environmental restoration, more sustainable agriculture, recycling and much more. At least 35 percent of these investments are made in disadvantaged and low-income communities.

  • The Cap-and-Trade program creates a financial incentive for industries to invest in clean technologies and develop innovative ways to reduce pollution.

  • As of November 2023, $27.9 billion in Cap-and-Trade proceeds have been appropriated to 24 State agencies that have distributed $11.0 billion to projects that are either completed or underway across the state. At least $8.1 billion is benefiting the state’s most vulnerable populations.

In 2021, Cupertino staff worked to find alternative funding sources to continue the Via-Cupertino shuttle service after its 18-month pilot program ended. This pursuit led to the development of a TIRCP grant application.

Prior to submitting the application, Cupertino considered expanding the service to several nearby cities and eventually partnered with Santa Clara, which offered various appealing destinations for riders. Cupertino received $8.465 million from CalSTA to expand service and electrify its vehicle fleet. This TIRCP award funds half of the SV Hopper program through June 2027.
