City of Cupertino and City Manager Pamela Wu Reach Settlement

On June 6, 2025, the Cupertino City Council reached a settlement with Pamela Wu, who, as part of the settlement agreement, stepped down from the position of City Manager after being placed on administrative leave on May 2. Under the terms of the settlement, the City Council agreed to end all pending investigations into Ms. Wu’s service as City Manager. Ms. Wu will receive 8 months of her 12-month severance, including certain benefits, totaling $311,089.53. Both parties agreed to release all claims related to Ms. Wu’s employment and to refrain from disparaging the other. The non-disparagement restriction applies to Ms. Wu and the City’s elected and two appointed officials.
City Council voted on the settlement agreement at the closed session on June 6. Vice Mayor stated, “I voted as I saw the equities, but in the interest of moving forward and for what is best for our city, I support the majority’s decision.”
Mayor Liang Chao said, "Leadership transitions are never easy—but at times, they are necessary to ensure the city remains stable, transparent, and responsive. I have full confidence in Acting City Manager Tina Kapoor and our staff as we continue working together to advance the City’s goals."
