The City Manager is responsible to the City Council for the effective and efficient operation of the City. Under the direction of the City Council as a whole, the City Manager carries out the City's adopted goals and objectives. The City Manager also oversees the City Clerk's Office, Legislative Affairs, and Communications.

The City Manager also works closely with Cupertino's public safety providers (Santa Clara County Sheriff's Office and Santa Clara County Fire Department), as well as with the elementary, high school and college districts.

Tina Kapoor brings more than 20 years of local government experience to the City of Cupertino as Interim City Manager. She has served Cupertino in several leadership roles, including Interim Assistant City Manager and Deputy City Manager. Before joining Cupertino, Kapoor led economic development functions in Fremont and San José, where she supported business growth, downtown revitalization, and strategic planning efforts. Kapoor has been recognized as one of the Top Women of Influence in Silicon Valley for her creativity and collaborative leadership.

City Manager's Newsletter is a biweekly update from the City Manager that is also published as part of the City Council agenda. The newsletter highlights projects, programs, and events from the City and partners keeping both the City Council and residents informed about the latest happenings and accomplishments of the City.
